Only overwrite what you want to come through as purely CBBE, so the hands should be fixed, but you might want to do this last, after you finish tinkering with the face and everything else. I'd try installing only CBBE over again, and go through the overwrite dialogue boxes one by one. I would say one of the presets was using vanilla hands for an asset. If not a vampire, it's still most likely tied to a bad install, or something overwrote it wrong.
If you're character is already a vampire and you use ShowRaceMenu, it will revert it back to a wonky state where you can't change anything.
